Text from item: One million dollar check for Massachusetts flood relief. Governor Herter is shown above (second from left) receiving a check for $1,000,000 from Regional Administrator Albert D. O'Connor of the Federal Civil Defense Administration (right). This check is the first federal allocation made to Massachusetts by President Eisenhower for flood relief. Also in the photograph are, left, State Treasurer John F. Kennedy and, next to Governor Herter, Brigadier General John J. Maginnis, State Civil Defense Director.
