Caption: Gov. John Volpe listens as Navy Chaplain James D. Pfannenstel eulogized men lost aboard the USS Scorpion while House and Senate met in joint convention on steps of State House, Boston. The memorial service also included the death of Sen. Robert F. Kennedy and the crew of another lost submarine USS Thresher that sank off New Hampshire. The service was attended by legislators, Navy personnel and many members of the public who paused on Beacon St. and in the Common.
