Owen was from Southboro, Massachusetts, and attended Algonquin Regional High School. While at Springfield College, she played softball and majored in physical education and athletic training. During this time, Owen earned three varsity softball letters. During her senior year, she was chosen for the Academic All-American Softball Team and the first team All-Northeast-8 Conference. Owen earned her MS in sports medicine and education at Springfield College in 1986. She later earned her MBA from the University at Buffalo. Owen began her career with Kaleida in 1990 as a physical therapist. She was promoted several times throughout her twenty-two-year tenure, including positions such as vice president, ambulatory and rehabilitation services; vice president, strategic planning and network development; vice president, physician services; president, DeGraff Memorial Hospital; and president, Millard Fillmore Gates Hospital. She helped lead the integration of Millard Fillmore Gates, Buffalo General Medical Center and Gates Vascular Institute, and was instrumental in removing DeGraff Memorial from the Berger Commission’s list of hospitals targeted for closure in 2007. An active member of the Buffalo area community, Owen has served on numerous boards of directors and has taught as an adjunct faculty member at both University at Buffalo and Daemen College. In 2012, she was named to both the Top 50 Healthcare Executives and Women of Influence listings by Buffalo Business First. In 2013, Owen was hired as the President/CEO of the Olmsted Center for Sight, which provides services to the blind, visually impaired, and physically disabled population in Western New York.
