'Toisan-born two year old Loo Seng Chin arrives with his 19-year-old mother, Ling Chin, in Boston from Hong Kong via the odd plane route through Egypt and London. They were two of only 105 visas granted to the Chinese immigrants to come to America that year. The Chinese Exclusion Act had been lifted in 1943 to allow a limited quota of Chinese to enter the USA. This was a studio photo just before the pair left to go to the USA. The pair were two of only 105 granted visas allowance for Chinese people to enter the US that year due to the quota limits.
