Chamberlin discusses the deinstitutionalization debate, and the movement started as a result of political forces and was not primarily motivated by the needs of patients. For this reason, she sees little difference between deinstitutionalization as a political movement and the way mentally ill patients have been treated in the past, as ex-patients continue to be excluded from having a say in their fate.
