Criticizing the General Education Board 1928-1929 Annual Report for its "small, contradictory" work in Negro education; for the "bitter pill" of its changes to policy; for its improper allocation of funds and the "enormous discrepancy" thereby reflected; enumerating "mistakes in attitude and personnel," and indexing "all appropriations for Negro institutions from 1902 to June 30, 1929."
