Disagrees with Du Bois's contention that the Irish demonstrate the greatest "belligerency toward the Colored people." Asserts that Anglo-Saxons are the "Negro's traditional enemy" as well as the enemy of the Irish. Blames the English for large scale killings in the British provinces.
