A group of Chinatown residents celebrate their victory to build a community center on Parcel C by marching down a street with a banner that says "We won. No Garage on Oak St." In 1994, the New England Medical Center's plan to build a parking garage on Parcel C in Chinatown was halted and the Chinese Progressive Association was formally granted permission to build a community center on the land.
