A mule pulls a truck or cart carrying passengers and their goods or luggage on an unpaved road; a small child watches from the side of the road. A banner in the Vietnamese language is strung across the road above the cart. According to the note on the back of photo, it translates as: "Accept Differences in Order to Implement Freedom and Democracy." The note continues: "Local voters clearly took the sign at face value: Presidential Canidate Thieu got 269 votes in the district while Dzu (who took the province) got 15,469." Probably taken by a US government photographer.
