  <mods:abstract>Transcript of a meeting featuring members of the Planning Council and representatives from local organizations. This meeting features a report from the Frente Unido group, which sets out a proposal to make sure that Title I funds go to linguistically and culturally competent programs, assess the needs of people of color with HIV/AIDS, and ensure an inclusive atmosphere in the Planning Committee for people of color. There are also reports from the Consumer Committee, Policy Committee, Evaluation Committee, Membership Committee, and Planning Committee. A report from the Boston Public Health Commission updates the Council on data, the Minority AIDS Initiative, and the Boston EMA FY 2000 Federal Award. Exhibits include copies of surveys, the Frente Unido group's goals, objectives, and proposals, and memos. A word index is included.</mods:abstract>
