During the years 1996 - 1997, Inquilinos Boricuas en Acción's leadership was unstable. A transitional director was hired, and in 1998, a new Board of Directors was elected, signaling a long period of growth and stability for Inquilinos Boricuas en Acción.</mods:abstract>
