Richard Manning Chipman praises Phelps's recent activities, particularly his writings on “the Reporter.” He then discuss the case of a14-year-old boy, rescued from slavery five years prior, who is in the “House of Refuge” in New York. The boy's guardian recently reported negative changes in the boy's behavior and character. Chipman requests that Phelps visit the boy and get his side of the story. The boy's name is “Anson (or Anderson Taylor).” He says he is enclosing $2 for Union Missionary Society.
