The Statesman, Vol. 1, No. 163, printed and published by G. C. Tunison in New York on Saturday, February 27, 1813. An article on page 2, column 2, includes an extract of a letter from Commodore William Bainbridge to a friend, in which Bainbridge expresses concern for the morale of the crew of USS Constitution if the U.S. Congress fails to recognize them after their battle with HMS Java, as they had already been overlooked with the victory over HMS Guerriere.
