Submitted to "His Majesty's Secretary of State for the Colonies" at the September 1945 Colonial Conference; summarizing the outcome of the farmer's 1943 meeting with Hall's predecessor, Colonel Oliver Stanley, regarding "the various problems that confronted them in the operation of the cocoa industry"; providing a historical background of the sector; outlining the recommendations made thereon by the Nowell Commission; discussing the wartime government control of the industry and citing pertinent data; outlining the government's future policy towards the sector; and proposing various proposals for its amendment.
