James E. West was a lawyer and an advocate of children's rights, who became the first professional Executive Secretary, soon renamed Chief Scout Executive, of the Boy Scouts of America (BSA), serving from 1911 to 1943. Upon his retirement from the BSA, West was given the title of Chief Scout.
There is a James E. West who attended Springfield College, however he has no known affiliation with the Boy Scouts of America and at the time of this letters creation was with the Canadian troops and not the Boy Scouts of America, therefore it is believed that this letter was not sent by the Alumnus James E. West. Also, it is therefore believed that this letter was misfiled and placed with letters because it was believed it came from the Alum.
