Transcript of a meeting featuring members of the Planning Council and representatives from local organizations. This meeting starts with an explanation of all of the different committees on the Planning Council as they plan to solicit people who want to be chairs of these committees. They lay out a conflict of interest statement for those in the Council who are part of organizations that get money from the Ryan White CARE Act. The rest of the meeting is devoted to discussing the work of the Resources and Allocations Committee and to understand why the Committee made the recommendations that it did and whether to amend or approve of those recommendations. The Council goes through all of the services categories to define them, and discusses the possible funding that would be delegated to those categories. Exhibits include and agenda, the Resource and Allocation Committee's report to the Title I Planning Council, the conflict of interest statement, and an abstract of a Planning Council meeting held in November 1994.
