Villa Victoria is a community developed by IBA in Boston's South End. The neighborhood was designed for the area's Puerto Rican immigrant population, and combined both affordable housing and cultural heritage. This editorial concerns efforts to rebuild community spirit and involvement near the end of the 20th century.
