Inquilinos Boricuas en Acción Executive Director Clara Garcia stands at the podium and addresses the crowd that has assembled to see and hear Representative Joseph P. Kennedy, who stands to Garcia's right. David Cortiella stands to Kennedy's right. Behind them, in front of the ceramic tile mural, are several men and women.
