Inquilinos Boricuas en Acción Executive Director Clara Garcia stands at the podium and addresses the crowd that has assembled to see and hear Representative Joseph P. On May 10, 1993, Kennedy visited the Villa Victoria neighborhood and addressed community members outside in Plaza Betances.
