On May 10, 1993, Representative Kennedy visited the Villa Victoria neighborhood and addressed community members from in front of the ceramic tile mural in the Plaza Betances. The people gathered around him clap their hands, presumably in response to something he has said. Clara Garcia stands to his left in pink. The man on the left of the photograph is David Cortiella.
