Charles Pinderhughes, a community activist, wrote this letter to the Mayor to better explain "de facto segregation." During the summer of 1963, at the end of which this letter was written, the School Committee and other officials were having more and more meetings with community leaders, and this letter was written in hopes of fixing any misperceptions that came from those discussions.
