Concerns the establishment of the Board of Registration in the state of Louisiana for the purposes of making "rules, regulations, and orders concerning the registration of voters, the duties of Registrars, the holding of elections, the duties of the Commissioner of the respective polls, the making of returns, and the announcement of the result of the election."
