Chicopee Mayor, James E. Higgins, stands to the left on a decorated podium in front of the Montcalm School. Standing in a group on the right side of the podium is James C. Buckley, City Clerk and Chairman of the World War I Monument Dedication Committee. All of these dignitaries are assembled to dedicate a monument to the fallen from Chicopee in World War I.
